The Horseracing Integrity and Welfare Unit, the enforcement arm of the Horseracing Integrity and Safety Authority, has sanctioned trainer Peter Miller after his runner, Forgiving Spirit, failed a postrace test after an Aug. 10 race at Del Mar.
