The 12th race at Oaklawn Feb. 23 will mark the debut of JRita Young Thoroughbreds’ Mayor. The gelding is named after the late Van Buren, Ark., mayor Allen Toothaker, father of Spendthrift Farm’s Mark Toothaker.
