The majority of the 2023 state assessments for the Horseracing Integrity and Safety Authority to fund the new Anti-Doping and Medication Control program that was rejected by the Federal Trade Commission are on hold until legal issues are resolved.

Throughout his adult life, Ed Rosen dreamed about working full time in the Thoroughbred racing industry. It finally happened nearly a year ago. He may have been 76 at the time, but Rosen is rather proverbial about it.

The Federal Trade Commission’s Dec. 12 decision arose from the legal uncertainty from a recent decision by the U.S. Court of Appeals for the Fifth Circuit, which declared the Horseracing Integrity and Safety Act unconstitutional.
